The next stage uses Structure Equation Model (SEM) and Partial Least Square (PLS) Smart 3.0 application, to obtain the critical factors and validate the research hypotheses. The results of the factor analysis highlighted 13 critical factors and 8 competency frameworks required for road project managers. The framework was validated by 5 experts project manager in Indonesia and later the framework was tested on 3 road project managers in West Sumatera.
