Abstract
The reformation of the convicts from penal institutions is preoccupying the criminal policy recently. It is the centerpiece of international criminal conferences and the writings of jurists in order to achieve the optimal completion of the sentence and to invest its objectives in achieving justice, public and private deterrence and reforming of prisoners. The importance of this study lies in the need to highlight the aftercare of the released prisoners and to pay attention to the development of penal institutions and their systems and methods of rehabilitation and reformation in the material and technical fields. The aim of this study is to identify the objectives, images, stages and means of aftercare, to show the groups that need it more than any other group, and to compare the aftercare with the similar systems in terms of means and objectives in order to reach the results and recommendations by the use of analytical descriptive method in the collection of information and data through this study and in the description of penal institutions and its supervisors and to indicate their importance and effectiveness in the integration of the released. This study assumes that there is a lack of legislation and a lack of specialized competencies and resources allocated to the care of the released, which constitute a defect in the implementation of the aftercare system of the release.
