Abstract

Industry Building System (IBS) is the process of producing building components for mass production on or off-site, transporting or installing structures or components to construction sites with minimal on-site work. Today, the construction industry is one of the industries that contributes significantly to national development. In the preparation of the industry advancement, advanced technologies and modern construction methods are needed to meet the demands of the current global construction industry. According to the Malaysian Construction Industry Development Authority (CIDB), since 2008 all the government projects that worth more than RM 10 million are required to achieve IBS minimum score of 70. Meanwhile, any private projects that worth more than RM 50 million are also required to achieve IBS minimum scores of 50. However, construction that using conventional methods is still very popular among the small contractors. Small contractors are seen to be highly dependent on conventional methods especially among the G1 and G2 class contractors and this create barriers to them in implementing the IBS system. This study was conducted to investigate barriers within G1 and G2 contractor in using the IBS system. This include determination of factors that impede IBS implementation, and a proposed method to increase the G1 and G2 contractor in selecting the IBS technologies. Data on the barriers and requirement of the G1 and G2 contractors were collected using interview session and questionnaire survey. Interview sessions were held with selected experts in the construction industry. Meanwhile, the questionnaire survey was conducted on G1 and G2 contractors who have experienced in IBS related projects in order to obtain information regarding the barriers on the implementation of the system. The scope of this study was based in Ipoh, Perak. The analysis of this survey was done by using the average index and standard deviation methods. In general, the results of the study indicate that there are 5 main obstacles to the implementation of IBS for small contractors namely cost and finance, skills and knowledge, delivery and supply chain of projects, customer and professional perception and lack of Government incentives, direction and promotion. The survey also provides recommendations that are expected to attract contractors to participate in the use of the IBS system in the implementation of construction projects.
