Abstract
Housing policy alteration requires a reassessment at the legislation level and of the implementation of existing policy to review the effectiveness of the housing policy that is being implemented. A surplus of 8% of low-cost houses out of the 27% of unsold houses is a major factor for the alteration of affordable housing policy in Johor. Thus, this study aims to identify the characteristics in the application and ownership of affordable houses in Johor and to evaluate the achievement of the application processes and ownership of affordable houses in Johor. This study is a combination of qualitative and quantitative research. Interviews were conducted with SUKJ (Housing Division), local authorities and representatives of the housing developers, while 148 questionnaires were distributed to applicants or owners of Johor affordable houses in the Iskandar Malaysia region. The study has identified four features in the application and ownership of affordable houses in Johor: i) easier application system; ii) expandable scope of application; iii) availability of assistance on affordable housing ownership, and iv) improvement of physical features of affordable houses. Using cross tabulation method, findings show that the owners of Perumahan Komuniti Johor type B (PKJ B) chose 'agree' while the owners of Rumah Mampu Milik Johor (RMMJ) chose 'very agree' for all the characteristics featured in the application and ownership of affordable houses in Johor. In addition, out of the 148 respondents, on average, about 45% of them responded 'agree' to the application and ownership processes they went through, 61% responded 'agree' to the physical features of affordable houses and 74% responded 'satisfactory' to the procedures of application of affordable houses. In conclusion, this study shows that changes in Johor affordable housing policy have resulted in positive impacts to the housing provision especially among the M40 group, which is the new target group for the implementation of the DPRJ housing policy. This study contributes to the preliminary assessment of the implementation of affordable housing policy alteration in Johor which has been implemented since the year 2012.
