Proses pembangunan institusi pondok di Kelantan

Abstract

Institutional development of pondok, is one of development that give benefit to the community. This is because, pondok institution will be easier for people to learn about religion based on learning system that has been arranged. Basically, the development of pondok institution have to follow the rules and regulations to ensure the safety of people that stay at pondok. Applicants have to go through several procedures of the pre-construction, construction and post-construction The development of pondok institution, starting from waqf of land from landowner. Aims of this research is to study the development of pondok in legal aspect in contruction process. Then, objectives to achieved is to identify laws and regulations involved in the development process of pondok, to study process and procedure in development of pondok and to study compliance of the procedure prescribed in development. The analytical methods used are qualitative methods. Interviews has been done to related parties which is from MAIK, PPPB and the management of pondok. Further, the result of this study can determine the processes and procedures of pondok development should be done and also the process of development pondok institution practiced nowadays in Kelantan with laws involved. Compliance with the institutional development process can also be seen that short-compliance should be set by local authorities as well as compliance set by MAIK. Then, in this research suggestions are made is requires the development of pondok institution must follow the correct processes and procedures, estbalish guidelines in developing pondok institution, enforce the laws that are involved in the in the development of pondok institution. MAIN should give awareness to those who want develop pondok institution. Finally, the development of pondok just follow the requirements set by MAIN an more focus on institutions compare physical development and does not comply the procedures established by the local authorities.
