Abstract
School-Based Management (SBM) autonomous oriented schools are expected to bring about change for the better. However, the implementation of SBM in Indonesia, especially in Junior High Schools is facing numerous challenges and obstacles. Thus there is a need to identify and have SBM implementation strategies to address these problems. This study aims to analyze and identify problems in the implementation of SBM in Pare-Pare City Junior High Schools, Indonesia. A concurrent embedded mixed method used in the study combined quantitative and qualitative method. Questionnaires were used in the quantitative method, whereas interviews were used as the qualitative method. 325 people, including 13 principals, 226 teachers, and 86 school committees were selected to participate in the survey. Seven principals, seven teachers and seven school committees were selected to be interviewed. The survey data were analyzed using SPSS and interview data were analyzed using N-Vivo. The findings showed that principals, teachers, school committees have a poor understanding of the SBM. Accountability systems in these schools are weak, where the flow of information to parents is not efficient. In addition, the competency of teachers, especially pedagogical and professional aspects was less than satisfactory. As a result of the interviews, seven strategies for implementing SMB were identified which are distribution of power, resources, training, decision-making authority, socialization programs, vision and mission of the school, and transparency. The results of this study can be applied by the government, principals, teachers, and other stakeholders in Junior High Schools in their effort to improve the quality of education. As a conclusion, to improve the implementation and results of the SBM in Indonesia, the commitment of school principals, teachers, school committees, school staff and full support of local government are required.
