Abstract
National Housing Policy which has set home ownership is one of the basic requirements for ensuring the well-being of people of all races and income stratum in Malaysia is always maintained. This is supported by Ownership of Housing Agenda since 2013 targeting 1 million affordable housing for the people. Property ownership is directly proportional to the income of households in which if someone is low income and the opportunity for ownership of property is difficult or perhaps impossible for him. According to a report released by the Department of Statistics under the Average Household Income and Public Utilities 2014, the average household income for the State of Perak for 2012 and 2014 is RM 3,548 and 4,264 who showed compounded annual growth rate is 9.2% only. The report also noted that for the state of Perak at 62.5% share of the gross income is under RM 7,000 for urban areas and 74.1% in rural areas. Compared with home prices that have been recorded by NAPIC price increase of 13.9% in 2014 compared with 2013 despite offering home only increased by 0.4% only. This led to an opportunity to buy a home will be lesser because of the increase in house prices is greater than the increase in household income each year, but it will provide greater opportunities for highincome earners who are outside the State of Perak to own property in this State such as from Selangor, Penang and Kuala Lumpur. Therefore, this study was undertaken to identify policy and the policy of the State Government in addressing this problem and see the actual ability of the people of Perak. Questionnaires were distributed around Perak to get feedback on the real income of the people of Perak. The results of this study can be used as a basis to determine the actual number of existing housing stock in Perak and the proposed regulation of housing prices is increasingly expensive and unaffordable by most of the population of Perak.
