Abstract
Sustainable development aims to provide balance between economic and social development while addressing environmental needs. Basically, sustainable urban development must take into consideration the vital needs of society especially the social justice, public health and environmental issues. However, the existence of Brownfield, which are the developed but abandoned and neglected had poses serious threat to future development. Concerning the issues of scarcity of land, there is still lack of exposure for Brownfield redevelopment among affected parties. The land redevelopment has been previously under-utilized, supports for a larger extension of sustainable development objectives. The concept of Brownfield sites planning and management through innovative ways is a great endeavor to promote sustainable development. Achieving the first objective, the identification of the concept of Brownfield and its redevelopment is discussed critically to suggest for appropriate and systematic development. For second objective of this study, the elements for Brownfield redevelopment guidelines are formulated. The study area is focused on the commercial buildings at Johor Bahru City, with special reference to Kemayan City Building located at Jalan Skudai. Preliminary studies identified Kemayan City Building as a Brownfield site. The research methodology have employed qualitative methods by using structured interviews into selected respondents who are involved with Brownfield redevelopment and analyzed using the descriptive method. The research findings show that the state government has to made serious emphasis into Brownfield legislation and subject to community’s participation. These efforts are manifested to adopt “clearance” and “preservation” policies. It is suggested that the Brownfield redevelopment must viewed as a concerted effort between many parties to balance between the current land use and Brownfield sites for more benefits in economic and social. In this research, a framework of work process for Brownfield redevelopment is briefly proposed and useful for reference by interested stakeholders to implement future redevelopment concept and to achieve a sustainable development.
