Abstract
Online OSC systems were introduced to the Marang District Council on February 1, 2012. It is an application created by the Ministry of Housing and Local Government (MHLG) in improving the service delivery system, particularly in terms of the development plan submission to the Local Authority (LA). This system is an improvement to the establishment of the Agency OSC (One Stop Center) and OSC portal that was first introduced in 2007. Manual submission of the development plan to counter the OSC has been replaced by online delivery or online. Reviews written technical agencies received manually mostly charter exceed 14 days and this present a problem to the OSC Secretariat to issue a decision notification letter. Thus, this study aims to look OSC Online system to facilitate the delivery procedure development plan to be more concise with saving processing time very efficiently. Online OSC system is also user-friendly and can be accessed at any time and from any place. There are seven (7) modules in this system, but only two (2) modules are used at this initial stage, the e-Submission and e-processing. In the early stages of use, OSC Online system experienced some problems like frequent server offline and misunderstanding authorities Submit Application (Principle Submitting Person) in making this online submission. The methodology used in this study was gathered through questionnaires and analysis of data from the OSC Portal. Results of the analysis carried out revealed that the use OSC Online system capable of shortening the review period Technical Agencies to seven (7) days. However, with the cooperation of all parties concerned as OSC secretariat, internal and external technical agencies as well as the hard work of the PSP itself, the effectiveness of OSC Online system can be seen by the increasing number of applications and increase the application successfully completed, then the performance of the OSC Division in particular will rise and thus realizing the desire MHLG in improving government service delivery.
