Abstract
Nowadays, the key role of Balanced Score cards in performance management and performance measurement is undeniable. The current BSC systems are not able to deal with vagueness and imprecision of evaluators’ mental. In order to overcome these constraints a general framework is proposed for Balanced Score Cards. This model provides a quantitative BSC that decrease impreciseness of evaluations and the evaluation process will be integrated by regarding the proportion of each indicator and each group of indicators in BSC. Regarding this issue, a comprehensive model is developed by a fuzzy logic and Fuzzy AHP approach for weighting of items in each perspective and weight of each perspective for achieving the goals a. also, a non linear regression approach is selected for determining fuzzy membership function of mental pattern of evaluators. In addition, proposed model is applied in IT department of governmental organization in Iran as a case study.
