Abstract

Development in the hill area contribute a hot issues in term of safety and environmental lately. In Malaysia, there are various legal instruments to regulate the laws, acts and procedures related to land development which includes the guideline for highlands and hill slopes development. In depth study shows that the sensitive highlands and hill slopes development. Lack of enforcement, supervision and adequate knowledge by the respective officers has raised the risk environmental disaster. Hence, this research aims to determine all the vital factor such as guidelines, procedures, monitoring, enforcement and also maintenance aspects to prevent further landslide and environmental damages occur. A comprehensive and effective long term solution is needed to assist the local authority to avert or minimize disaster.
