Abstract

The delays and failure regarding the issuance of connections titles after the acquisition of land is still taking place in the land administration of Perak. Among the causes of the delay was due to no provision of survey applications by the Land Office to JUPEM, delayed fine measurements and no monitoring by the taker's agency. Due to the following problems, licensed surveyors are seen to potentially assist in the issuance of connection titles. Therefore, a study on the role of licensed surveyors in the process of issuing connection titles is made. The goal of this study is to help accelerate the issuance of connection titles. The first objective of the study was to identify the process of issuing connection titles. This aims to provide an overview of how the role of licensed surveyors can assist in existing processes which are also the second objectives of the study. Interviews with PTG, PTD and JKPTG were conducted and qualitative analysis methods were used. The results showed that all respondents agreed that there was a licensed surveyor role in the process of issuing connection titles replacing the existing process as a survey plan provider for the purpose of survey application, implementation of fine measurement in the field as well as facilitator to the recruitment agency for each land acquisition process. The study also highlighted two practical recommendations, namely the formation of new policies by PTG so that the recruitment agency appoints a licensed surveyor for each land acquisition approval. PTG is also proposed to establish a computerized monitoring system to monitor the status of connection issuance compared to existing methods using manuals. This proposal requires commitment and determination to implement it by all parties involved to ensure that there are no more issues of delays and failure to issue title connections after land acquisition.
