Abstract

Federal Land Development Authority or FELDA was established on 1 July 1956 under the Land Development Act 1956. Since its inception, FELDA has opened and developed about 870,000 hectares of land and placed 112,745 settlers in 317 FELDA’s settlement around various states in Malaysia. Among FELDA's main goals is to provide land ownership title to selected settlers who do not have their own land. However, to this day there are still FELDA settlers who have not received their land ownership title as promised. FELDA Ijok, located in the district of Selama, Perak was chosen as the study area because it has the highest amount of FELDA’s land ownership titles that has not been issued compared to others FELDA’s settlement area in Perak. The focus of the study is on the application process of the FELDA Ijok land ownership title and it’s causes of delays. 8 respondents from various agencies directly involved in this study is PTD Selama, PTG Perak and the management of FELDA are selected for the primary data collection of this study. The raw data from all respondents are analyzed descriptively and presented in the form of tables, diagrams and descriptions. In short, the results of the study show that there are 12 main causes of delays in issuing FELDA Ijok land ownership title. Based on these findings, the study proposes for improvements such as holding a regular monitoring meeting, setting deadlines in each work process with all agencies involved, emphasizing training and courses related to FELDA’s land management and raising awareness to settler’s heirs about the importance of the small estate distribution act. Hopefully, within the next 5 years, all 138 FELDA Ijok land ownership titles and more than 17,000 titles from various FELDA’s settlement all across the country which still has not being issued can be solved and registered by proactive and improved actions from all parties involved.
