Abstract

Rock material royalty is one of the sources of revenue for the Selangor state government. The Auditor-General's report for the 2/2014 series focused on stone material royalties, which recorded inconsistencies. Therefore, Smart Docket was created by the Selangor State Government and used by the Land Administrator to better manage the collection of rock materials in the state of Selangor. This academic study was conducted to demonstrate the effectiveness of the Smart Docket system developed by the Selangor State Government through the Office of the Director of Lands and Mines Selangor (PTGS) in ensuring better management of rock material collection royalties and addressing issues identified for reference to stakeholders in the future. This study is based on two main objectives of studying the implementation and effectiveness of Smart Docket system in managing rock material collection royalty. This study has involved Hulu Langat as a study area with several justifications identified. The data collection method was implemented through the document analysis method and the respondents' interview method carefully selected. Ten (10) respondents have been identifying who are responsible for the implementation and use of the Smart Docket system. Descriptive data were presented in the form of tables and percentages based on the feedback received. In summary, the results of this study have shown the implementation of Smart Docket system in the Hulu Langat area and the effectiveness of the system in managing royalty collection. Based on the findings, several suggestions have been put forward and it is hoped that this study will provide useful inputs for all parties in establishing an efficient royalty collection of rock materials.
