Abstract

House prices are rising especially in developing areas, which is why young people and youth are looking for a new alternative to home ownership by purchasing land plots. In addition, development around the city is more focused on the development of multi-storey strata, which makes it more likely that these people will have more affordable housing and landed. Land for sale as residential plots is commonly known as bungalow lots, lot lidi, small plots and house lots. However, the issue of the development of these residential plots that do not comply with the law and the guidelines provided has led to the development of unauthorized residential plots. The purpose of this study is to identify the causes of the increase in the development of unauthorized residential plots and the implications of this development on government agencies. In order to achieve the objectives established, the qualitative approach is applied through the literature review and case study method. Mukim Ijok and Mukim Jeram located within the Kuala Selangor district were selected as the study areas. Secondary data were extracted from previous theses, digital newspapers and related scholarly books while primary data were obtained using face-to-face interviews using semi-structured questions. The primary and secondary data collected were then analyzed using qualitative data analysis method. The results of the study have shown that there are several factors that lead to the development of residential plots without any consequence and there are several implications for government agencies as a result of the development. Improvements such as enforcement monitoring, dissemination of public information and general guidelines for the development of residential plots have been proposed to address this issue and may serve as a solution to the causes of the development.
