Abstract
Disaster tragedies as well as other landslide disaster due to extensive development at highlands and hill slopes have given rise to the public concern in recent years. Recently, development of highlands and hill slopes have increased risks of landslide which caused substantial loss of human life and damages to property and infrastructure. In Malaysia, there are various legal instruments to regulate the laws, acts and procedures related to land development which includes the guideline for highlands and hill slopes development. In depth study shows that the sensitive highlands and hill slopes development. However, the root of the problem is due to the attitude and decision makers who may be poorly advised by the respective authorities that may also lack of the skill and knowledge on the danger and consequences of approving such proposals. Lack of enforcement, supervision and adequate knowledge by the respective officers have raised the risk environmental disaster. Hence, this research aims to determine all the vital factor such as guidelines, procedures, monitoring, enforcement and also maintenance aspects to prevent further landslide and environmental damages occur. A comprehensive and effective long term solution is needed to assist the local authority to avert or minimize disaster
