Abstract

Public Institutions of Higher Learning (IPTA) dependence on the operating budget of the government is reduced from year to year during the annual budget presentation. Reducing the provision of public higher education institutions in the government's budget is seen as enabling universities to be more efficient in implementing their programs. This reduction in funding is seen as a challenge for IPTAs to act more creatively to advance the country's higher education sector in realizing the university's strategic plan. Universiti Teknologi Malaysia (UTM) also missed out on the reduction of this allocation to the extent that it had an impact on the student activities program as the students were excited to join and carry out activities that were highly dependent on donations and funds allocated to a program. This paper will specifically discuss the experience of Tun Dr. College. Ismail (KTDI), UTM Johor Bahru in managing and implementing student activities for the 2nd semester of 2017/2018 by members of the Student College Committee (JKM) in a very challenging financial situation. Several programs conducted by KTDI UTM throughout the semester have been used as case studies to look at situations, issues and challenges and have been used as a reference to find solutions to the analysis of the study. The analysis was performed using qualitative methods to collect data and involved principals, fellows, college roommates and several members of the JTM KTDI UTM. Interviews and discussions involve the parties concerned to identify the causes and issues that have arisen to achieve the objectives of this paper. In general, the management and implementation of finance and activity management in carrying out UTM KTDI student activities have a positive impact on the preservation of the allocation provided by the University to colleges and can be used more efficiently
