Abstract

The frequency of landslides in the highway has threatened the safety and comfort of the users. Therefore, an assessment of the slope which is the key element of landslides is considered important in monitoring and maintenance system of highways. This study was essentially to identify existing slope assessment system and to study the implementation of indicators in that system that are appropriate for slope rating. The respondents comprised by 3 representatives of the two major highways agency in Malaysia, Public Works Department (JKR) and Projek Lebuhraya Usahasama Berhad (PLUS). A semi-structured interview was conducted to obtain the information of the slope assessment system and method of implementation along with indicators and rating used by PLUS and JKR. From this study, Slope Engineering Branch under JKR is responsible for the implementation of Slope Management and Risk Tracking System (SMART), while PLUS has applied Expressway Slope Maintenance System (ESMaS) as asset management tools relating to their highway slopes. SMART system is comprised of data collection, database, training assistance, data analysis and report of slopes information while ESMaS include inventory data, assessment and report. There are various indicators that can be used as a proxy to evaluate the real condition of the slope, including details of the inspection, information slopes, slope geometry, slope cover, pavement, geology, drainage, slope status, erosion, equipment in the field, service and facilities, field sketches, source photography, further investigation, quality assurance, priority rating, and the remedial and maintenance works, followed by 102 the number of characters for all indicators involved. From these findings, a comparison of the indicators between the two agencies, PLUS and JKR. From the results obtained, there are 10 main indicators corresponding to the two agencies in the assessment of the slope and is considered as an appropriate indicators to use in all slope situation for all areas. These indicators include the details of the examination, type of slope, slope geometry, pavement, geology, drainage, slope status, types and degrees of erosion, field equipment, field sketches and photographs and further investigation, remedial and maintenance work.
