Abstract

The aims of this descriptive study are to identify the problems and weaknesses of School Inspectors in doing school inspections. The study commenced by identifying the areas that are important and most commonly inspected by the School Inspectors. This study also identified the scope of work which School Inspectors found it difficult in fulfilling their inspection using a combination of qualitative and quantitative methods. The survey questionnaires for Schools Inspectors were designed based on the Standard for Quality Education in Malaysian Schools 2003 (SQEMS 2003) and the Competency Level Assessment (PTK). In addition, interviews with seven School Inspectors were carried out in order to find out the problems faced by them. Besides that, the minutes of the SIQA management meetings were studied in depth to identify issues often discussed pertaining to school inspections. The questionnaire shows high validity and it was further confirmed by three experts in schools inspection and two other experts from training field for face validity. The raw data of the quantitative research was analysed using SPSS version 16.0 while NVIVO version 7.0 was used for the qualitative data. Research findings show that School Inspectors demonstrated highs level of knowledge, skills and best practices pertaining to school inspections. Among the important aspects to be focused by the School Inspectors include Management of Educational Programs, Leadership and Direction and Organizational Management. School Inspectors normally have to carry out inspections from the range of seven to fifteen times in a year. The majority of the School Inspectors realized that they had problems in inspecting school leadership, financial management and report writing. Thus, they were positive and willing to improve themselves through courses or training. Among the main trainings required by School Inspectors are organizational leadership course, change management course and report writing workshop. Most of the School Inspectors prefered training modules as course materials which can be delivered through lectures by experienced trainers from JNJK or any other trainers from external organizations. On Job Training in educational institutions is the most appropriate way and place to apply the knowledge and skills of School Inspectors. Although the school systems changed from time to time, the task of school inspections still remains relevant and required by educational institutions to guide and control the quality of education in Malaysia.
