Abstract

Rapid development and growth of new cities, hence the need for residential and commercial buildings is increasing. Therefore, the management of the sewerage system is needed. Thus, a solution should be sought in the balance between development and environmental sustainability in order to ensure that discharged wastewater can be treated. The concept of a regional sewage treatment plant was introduced to solve this problem. To achieve the goal of the study, writer has been identified three objectives in this study. The first objective is about treatment process. Secondly is about the implication of regional treatment plant to the operator. Thirdly, this study will focus on the implication of regional treatment plant to the population of Jelutong. In addition the study will more focused on the suitability of the location, nuisance, service and understanding of community related to the management of sewage. The study area is located in the Regional Sewage Treatment Plant in Jelutong, TimurLaut District of Penang. This plant also operates almost 9 years and a study of the impact of construction is already measurable. To achieve the objectives of the study, two methods of analysis are used. First qualitative and quantitative. On qualitative method, 5 respondents are chosen to details interviewed. They are employees of Indah Water Konsortium. Through quantitative methods, 300 respondents are given the questionnaire. The study found that regional sewerage treatment plant giving more positive impact to the operator and community, butsome aspect still needs to improve. Other than that, the concept of the regional treatment plant is very suitable for urban areas with dense population capacity. Urban areas particularly difficult to obtain the necessary land, its means the construction of small plants is not practical. The operation and maintenance cost are higher for small plants and difficult to meet JAS standard. For the conclusion, regional treatment plant is the best way and solution to ensure public health and preservation of the environment.
