Abstract

This research is prepared to study the implementation of settlement project in the rural area of Perak State with the concept of organised settlement project. This study targeted to discuss on the method and implementation procedure, to analyse the issue and the problem, as well as to propose the improvement proposal towards the project implementation. Kampar District are choosen as the study area. For the purposed of data collection, a few interview session are arranged involved 30 respondents consisting of an officer and staff from Kampar District Office namely Assistant District Officer, Settlement Officer, Assistant Engineer and Chief Clerk. Other respondents are representative from technical agencies, deveopers, license surveyor, head of the village and local residents. Amongst the problems identified are financial capability issue within the applicants, lack of infrastructure provision, and the shortage of offered plot, as well as the rampant sale and purchase of the plot among the land owner. At the end of the study, the overall improvement proposal that is based on the best practice in the field are proposed to resolve all of the problem which arose which is an improvement of an Agreement within State Government and Developer. If the State Government agreed to carry out the improvement proposal, it is believed are able to help on the improvement of the implementation procedure of organised settlement project in Kampar District.
