Abstract

Health Human Resources planning is important to ensure the health care system is able to anticipate and manage surpluses and shodages of medical staff. Predicting the health care needs of health personnel is significantly challenging for most countries as it is a complex studies. This study introduced the basic needs of framework to predict the supply and needs of health personnel by developing the decision support system based on system dynamic simulation approach The project analyses the supply and needs of health personnel from year 2015 to 2030 The needs was driven by the epidemiology, health level and the productivity. The developed decision support system using Vensim software is able to adapt changes and expandable simulation model. It can be used to monitor future changes in supplies and needs to provide a comprehensive and structured policy analysis for Ministry of Health Malaysia.
