Abstract

Job specification is one of the important aspects in the construction project. Emphasis job specification of work in construction project will able to reduce all the problems such a building failure and poor quality construction. Each project has its own job specification. Therefore, this study was conducted to identify factors that lead to non-compliance with the job specifications laid down and examine the steps to be taken to ensure that the construction project is completed according to job specifications. Data from the study were obtained through literature and interviews with the staff in Johor Bahru District Office and the contractor. The study was conducted on five respondents from the staff at the District Office, Johor Bahru and eight of the contractors who carry out the work at the District Office, Johor Bahru. Data analysis was conducted through qualitative methods. The study found that there is some construction work that does not follow job specifications. There are ten factors identified that caused non-compliance with job specifications. However, the main factors that have been identified were caused by the way of work that does not follow the real method that has been fixed in the job specification. Also, there are ten steps to avoid the construction work to be carried out not according to the job specifications. However, the key steps are identified by their training and knowledge to the staff who work directly in construction projects. The other major step is to improve the procedures or existing rules to be used when it seem appropriate during the works to be carried out according to job specifications. The results of this study can be used as a basis to propose measures that could be taken by the relevant authorities to avoid the work that is carried out not in accordance with job specifications in the future.
