Abstract

Local authority always impliment new trend to ensure their service will improve continuously. Setup the property management division in local authority one of the various actions implemented and given the responsibility to manage local authority’s properties. The roles that have been played by these divisions are not uniformed for they have diversified objectives and duty and also different from each other. This situation occurs from a condition where these departments were first established to have their own benefits thus leaving behind the needs for a uniform organisational foundation. Therefore, this non unified condition has led to various negative effects particularly to local authority organisations themselves hence showing that their practice in managing property is still at an unsatisfactory level. This research is carried out to help achieve two main objectives among which are to identify the main duty of local authority property management division and to proposed implementation strategic in deploying each main duty. The research has been done in three levels of execution which are literature review, benchmarking study and interview. Data gathered from this research has been analysed through quanlitative approaches which includes frequency analysis and content analysis. On the other hand, tenancy management duty and maintenance management duty have been identified as two main duty of local authority property management division. Furthermore, this research has to proposed implementation strategic for the tenancy management duty with 16 implementation steps and also a implementation strategic for maintenance management duty with 16 implementation steps. All implementation steps have been categorised under four basic management processes among which are planning, organising, executing and controlling.
