This paper introduces a new approach for modification of the formula of the fractal box counting dimension which is based on the utilization of the probability distribution formula in the fractal box count. The purpose of this method is to use it for the discrimination of natural slick pixels from the surrounding features e.g., sea surface and oil spill in AIRSAR/POLSAR data. The result shows that the new formula of the fractal box counting dimension is able to discriminate between natural slick and sea surface roughness. In this context, development such an early warning small satellite system for monitoring coastal hazard it will be main public interest. Future small satellite mission with microwave sensor might be able to provide an automatic tool to be used widely over global. Such technique enable to establish international network to monitor coastal disasters.
