Abstract

This paper presents the significances, challenges, issues, background of the problem, recommendations for future research prioritization and direction in ICT policy analysis and management. Unfortunately, the topic has received little attention especially among academicians, despite its important roles in ICT governance. The paper provides a framework for future researches in ICT policy analysis and management. This paper is mainly the result of organizational documents and academic literatures review. However, some of the organizational documents used are based on conducted preliminary surveys. The research has aimed at Malaysian Public Institution of Higher Education (MPIHE). Combination of various techniques / methods are used / proposed in accomplishing ICT policy analysis research. Qualitative research methodology in collecting data, Viable System Model (VSM) in analyzing collected data and Business Process Modeling (BPM) in formulating the outcome. This paper has been accepted as the PhD research proposal.
