Abstract

Occupational Safety and Health (OSH) is a challenging area of management in manufacturing industries to achieve excellence that can reduce costs and increase profit. Various OSH Management models are available but most of them cannot be fully implemented due to vague guidelines, failure to identify critical success factors (CSFs), too theoretical and not adequately specific. Furthermore, OSH management certification such as OHSAS 18001 can be very costly. Therefore, this research is particularly significant that enable the creation of models based on the CSFs in the Total Safety Management (TSM) system. The study aims to identify the relationships (correlation) between CSFs and then measures the contribution (regression) of CSFs towards competitiveness. Instruments were in the form of questionnaires carried out and the data were analyzed using SPSS. There were 237 respondents who are safety and health officers (SHOs) involved in the survey. Empirical study shows that almost 50% of the SHOs are interested to implement TSM but there are no suitable guidelines for the implementation of TSM. Only 7% of respondents claimed to have implemented TSM. Therefore, the study is carried out to examine CSFs in TSM amongst the SHOs and at the same time, to identify the level of the practice of TSM. All CSFs (related to SHO, Safety and Health Committee (SHC), Employers, Improvement Project Team, Training and Culture Development) show positive correlations between one another. Regression analysis shows that SHOs and the SHCs can contribute up to 22.4% of the achievement in terms of competitiveness in an organization. A model based on IDEF0 is also designed to provide the way to implement a more effective TSM. The proposed model is clear, simple, cheap and expected to be a useful guideline to the SHO in implementing competitive TSM. This model has the advantage of minor adjustment merely necessary to the conventional or current practices in implementing TSM.
