Abstract
During the past two decades, Malaysia has been transformed from an agricultural to a manufacturing-based economy. By the 1990s, Malaysia's industrial development has progressed toward capitalintensive, high technology and high value-added industries, with the strategic intent of becoming a developed country by the year 2020 (Ahmad Sarji, 1993a). Among the initiatives introduced to spearhead this intent was the formation ofa scientific and progressive society, which utilises Information Technology (IT) as a strategic and competitive tool.
