Abstract

Education is at the heart of human capital development in Malaysia. Large sums of budget allocated each year in order to support the education sector with best facilities (buildings and infrastructure) whether on upgrading, additional work or even for new constructions. Among all of the lists (schools, colleges and universities) included as a beneficiary of the budget allocated, community colleges are one of them. These colleges not to mention are nevertheless functioned as a tool in fulfilling the current needs in our country. However, since the financial resources and other national resources are limited, effective planning should be practiced in managing the facilities in these colleges. The aim of this study is to identify and analyze on how the maintenance of the facilities being planned, managed and implemented at community colleges throughout the country. Certain numbers of elements used as benchmarks for the maintenance of the facility will be adopted/applied. The study also refers to research that has been made in the United States foreign policy toward all the big schools in Texas. The main guideline is the documents released by the U.S. Department of Education, which outlines the needs, practicality and reserving the ideal maintenance management practices. Three elements identified to act as a best measure. They are Maintenance Management Plan, Facility Condition Assessment, and Collection and Storage of Data. Currently, poor maintenance management practices still exist in community colleges, particularly since many breaches of the management plan for the maintenance of facilities occurred in their premises. However, the colleges are adopting a more complete assessment of the effort in having better maintenance practices.
