Housing is a basic human need and housing industries have contributed significantly in the national economic growth. Therefore, the government implements the housing policy to provide adequate, affordable and quality housing for all Malaysians, especially for lower income group. Despite these initiatives, recent issues regarding the unsold or overhang housing development continue to arise throughout the country. Many reasons were given for the poor housing sale performance such as non-strategic location and unreasonable price. These factors play a crucial role in limiting the options available for house buyers. Thus, it is an urgent need for an inquiry into how housing decisions are made, what people's preferences for housing are, and what factors influence their housing choices. Some of the factors include accessibility, location and neighborhood characteristics, dwelling attributes, such as type of dwelling, size and layout of dwelling, etc. This paper is a concept paper which attempts to identify and explore the housing preferences and choices by households, and then explain the concept of stated preference approach used in data collection for housing preferences and choices.
