Abstract
One aspect of container terminals development planning concernswith the identification of container handling system, storage spacesfor containers, other areas, berth-day-requirement and ship’s costat terminal (Mohd Zamani, 2006). It is an art as well as a science(Frankel, 1987, Thomas 1999). Scientific approach mostly appliesmathematical methods to planning, thus making the process morediscipline. On the other hand, the art of planning is evidence whenapproximation, intuition and subjective judgement, possibly inlinguistic descriptions, are used in predicting uncertain planninginput. Approximation in effect allows some degree of uncertaintythus giving a better reflection of the uncertain real world
