Abstract

We often hear that there are discounts and rebates offered by housing developers. However, residential house prices were found to be consistent and recorded an increase from year to year. First-time home buyers often complain about the price of residential houses offered to them. Now it has become an issue where there are housing developers who seem to pay home buyers to get house and loans by giving rebates and discounts. These rebates and discounts are not recorded in the sales agreement and hence the sales price stated is the sales price that takes into account the rebate and discount (gross price). This causes the existing market value to be inaccurate because the sales price stated in the sales agreement does not reflect the actual price. This study involves three objectives, which are to identify the reasons why developers provide elements of discounts and rebates for the sale of residential houses, the effect of elements of discounts and rebates on the sale price of residential houses on the market value of residential real estate and the inclusion of elements of discounts and rebates in the sale price of residential houses to financial institutions in providing loan. Information is collected based on a questionnaire in the form of answer choices and a Likert Scale is used where a total of four target groups are addressed, namely housing developers, residential home buyers, registered valuer and financial institutions. A total of 85 respondents participated in this questionnaire. The method used for data analysis is the mean score with the help of SPSS. Then by using the mean results, the information is made in the form of a preference index and checked using Multi- Dimensional Scaling (MDS). From the study it shows that rebates and discounts are among the incentives that are not recorded in the sale and purchase agreement which causes the market value of residential houses to be seen to be consistent and rise even though the country is in an economic crisis such as the Covid-19 Pandemic and the 2008 Sub-Prima Financial Crisis. Actually, there is a decrease in the selling price residential houses with the provision of incentives such as rebates and discounts but not recorded in the sale and purchase agreement and causing the market value of residential houses to be inaccurate.
